The establishment of ROADPACKER PHILIPPINES, INC. is preceded by the foundation of two very important companies: EAGLECREST RESOURCE GROUP, INC. (ECRGI) and EAGLECREST TRADING (ECT).
ECRGI was established principally as a mineral exploration company and a mineral/ore trading firm, our partners of which are Canadian mining investors. An offshoot of this corporation is the establishment of SOUTH SURIGAO RED BAY CORPORATION (SSRBC) and DAHICAN BAY MINING COMPANY INC. (DBMCI). These corporations are involved in the exploration, mining and export of Nickel Ore.
TRADING AND BUSINESS PROFILE
Since 1994, our group has been involved in the exploration of world-class laterite nickel deposit in Luzon Island, Northern Philippines with a Canadian company in a joint venture agreement.
We were also a participant in the 1997 ASIA PACIFIC ECONOMIC CONFERENCE with no less than the President of the Philippines, Fidel V. Ramosand Canadian Prime Minister Jean Chretien as witnesses in the signing of a Memorandum of Understanding with our Canadian partner in Ottawa, Quebec.
ECT on the other hand was established in 2007 to provide architectural, structural, civil, electrical, mechanical and plumbing works. At the same time, to supply quality materials to developers, contractors and sub-contractors alike. From the time the clients’ needs are communicated, ECT ensures on-time facilitation of its services and orders to its delivery.
In the recent years, ECRGI and ECT recognized the need to find innovative ways to become active participants in the prospering construction industry, hence the establishment of ROADPACKER PHILIPPINES, INC. (RPi).
RPi is the Exclusive Distributor of ROADPACKER Group Limited (RPG) Products in the Philippines (PH). It includes the RoadPackerPlus, RoadBond and RoadPackerClay Brick Stabilizer.
In its simplest rational description, RPG Products are Environmentally Safe Chemicals for Soil Stabilization, Soil Compaction, Dust Suppression, Water Proofing, Stabilization of Earth Bricks and other soil stabilizing related products such as but not limited to Landfill Closure Programs. It is set to revolutionize the construction and maintenance of paved roads, stabilization of earth bricks for low cost housing and/or classroom infrastructure, dam wall stabilization and erosion control. Ordinary soil will be treated to become the subbase and/or basecourse for concrete and/or asphalt pavement, therefore drastically reducing the cost of constructing new roads and the maintenance of existing ones.
By soil stabilization, it means the desirable modification of soil to improve its engineering properties, including the increase in density, bearing and sheer strength, and to reduce its susceptibility to change, with changes to moisture content of the soil, particularly to reduce plasticity, swell and shrinkage, and to which soil modification includes compaction, binding, waterproofing, erosion control and dust reduction.
RPi is poised to embark on the bigger challenges of advancing profitable partnerships on Expressway, Mass Low Cost Housing/Classroom Infrastructure, Airport, Irrigation and Wind with Road Development/Power Component Projects between the Government of the Philippines (GOP) and Private Companies, be it domestic or international. With the enhanced Public – Private Partnership (PPP) Program of the GOP in place and renewed investor confidence, RPi is looking forward to these windows of opportunities, to take on the challenge to develop projects that will be to the advantage of the Filipino people, the country, and the private businesses as well. With the established investment atmosphere and unbiased public policies provided, economic growth as envisioned shall be sustained with the end view of reducing poverty.
RPiin alliance with a capital investment group is set to seriously get involved in the PPP Projects that the GOP has to offer. It is an inevitable circumstance that RPi will be directly involved in these projects as exclusive supplier of the RPG Products in the PH. Our global experience in this field is superior among the rest of the field and therefore unmatched.
RoadPacker Philippines Inc. in partnership with RoadPacker Group Limited of Canada (www.roadpacker-group.com) and BMB/Alliance Capital of the Netherlands (www.alliancecapitalgroup.eu) with DorschGruppeof Germany (www.dorschgroup.com) has
expressed interest in undertaking Expressway, Mass Low Cost Housing/Classroom Infrastructure, Airport, Irrigation and Wind with Road Development/Power Component Projects. The Business Agenda of RoadPacker Philippines Inc. are as follows:
A. The manufacturing of chemicals and chemical products and the supply, marketing and wholesale distribution of RoadPacker Plus, RoadBond, RoadPacker Clay Brick Stabilizer, Low Cost Housing Stabilized Earth Brick Machine and Associated Products in the Philippines.
B. The advancement of the following allied and/or related undertakings:
1. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Environmentally Safe Soil Stabilizers for Soil Stabilization, Soil Compaction, Dust Suppression, Water Proofing, Stabilization and Production of Earth Bricks and other Soil Stabilizing Related Products such as but not limited to Landfill Closure Programs;
2. To provide a Revolutionized Approach to the Construction and Maintenance of Paved Roads, Stabilization of Earth Bricks for Low Cost Housing, Socialized Housing, Classroom Infrastructure, Dam Wall Stabilization and Erosion Control;
3. To provide the Desirable Modification of Soil to Improve its Engineering Properties including the Increase in Density, Bearing and Sheer Strength, and Reduce Susceptibility to Change, with Changes to Moisture Content of the Soil particularly to Reduce Plasticity, Swell and Shrinkage and to which Soil Modification includes Compaction, Binding, Water Proofing, Erosion Control and Dust Reduction;
4. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Environmentally Safe Geosynthetics or Synthetic Soil Reinforcement for Filtration, Containment, Separation, Protection, Drainage, Slope Erosion Control, Reinforcement, Sealing, Scour Protection, Coastal Protection, Dune Protection, Road Embankment, Retaining Wall Reinforcement, Protection, Hydroseeding, Land Reclamation, Landfilling, Dike Construction, Canal / Pond / Lake Lining, Water Proofing, Groundwater Protection and Tunneling;
5. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Geotextiles, Geotextile Related Products, Geomembranes, Geomembrane Related Products, Clay Liners and Associated Products;
6. To carry on the Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on Soil Stabilization, Soil Compaction, Dust Suppression, Water Proofing. Stabilization and Production of Stabilized Earth Bricks, Dam Wall Stabilization, Erosion Control, Geosynthetics, Geogrid Applications, Hydraulic Engineering, Coastal Engineering, Civil Engineering and Landfill Engineering;
7. To provide General Construction, General Contracting, General Engineering, General Building, Construction Contracting, Civil Works, Mechanical Works, Electrical Works, Plumbing Works, Fire Protection Works and Construction Management such as but not limited to applying the RoadPackerProducts for the Installation and / or Subgrade Preparation thru Stabilization of the Subgrade and / or Subbase and /or Basecourse Components, of Road and Highway Development;
8. To provide General Construction, General Contracting, General Engineering, General Building, Construction Contracting, Civil Works, Mechanical Works, Electrical Works, Plumbing Works, Fire Protection Works and Construction Management such as but not limited to the development of Low Cost Housing, Socialized Housing and Classroom Infrastructure Projects adopting the RoadPacker Low Cost Housing Technology Package;
9. To provide General Construction, General Contracting, General Engineering, General Building, Construction Contracting, Civil Works, Mechanical Works, Electrical Works, Plumbing Works, Fire Protection Works and Construction Management such as but not limited to Real Property Development, Real Estate Development and Land and / or Site Development;
10. To carry on the Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on General Construction, General Contracting, Civil Works, Electrical Works and Construction Management.
11. To carry on the business of General Trading and General Trading and Supply of Traditional and / or Specialized Construction Equipments and / or Machineries, Construction Development Services and Construction Materials such as but not limited to Heavy Equipment Rental, Hauling Services and the supply of Cement, Steel and Aggregate Materials – Gravel, Sand, Soil, Granular Sub-Base Course, Granular Basecourse, Crushed Aggregate Basecourse and Filling Materials;
12. To carry on the Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on General Trading and General Trading and Supply of Traditional and / or Specialized Construction Equipments and / or Machineries, Construction Development Services and Construction Materials;
13. To carry on the Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on General Trading and General Trading and Supply.
14. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Environmentally and Ecologically Safe Organic Enzymes, Organic Enzyme Products and other Associated Products; 15. To provide Environmental and / or Sanitary Organic Enzymes to Deodorize, Disinfect and Decompose any kind of waste such as but not limited to Agricultural, Industrial, Commercial, Hospital and Household Wastes;
16. To provide Environmental and/or Sanitary Organic Enzymes as an indispensable component for Organic Fertilizer Production;
17. To provide Disease Prevention Organic Enzymes effectively destroying the larval stage of insects to prevent the spread of Insect and Water Borne Diseases such as but not limited to Dengue, Malaria, Yellow Fever, Epidemic Typhus, Onchoceriasis, Filiariasis, Dracunculiasis and Sleeping Sickness;
18. To carry on the Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on Environmental and / or Sanitary Organic Enzymes, Organic and / or Sanitary Enzymes for Organic Fertilizer Production and Disease Prevention Organic Enzymes;
19. To provide Waste Management and Environmental Consultancy and Solutions to the most critical Waste Management Concerns such as but not limited to Compactor Refuse Collection Vehicles and Mobile Garbage Bins;
20. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Waste Management and Environmental Products and Services such as but not limited to the Design, Construction and Closure of Materials Recovery Facilities, Composting Facilities and Landfill Operations; 21. To carry on the business of the most modern, efficient and cost effective solutions specifically adapted to the client’s needs in the field of Waste Management, Construction, Operations, Consultancy, Waste Audit, Containerized Source Segregation, Containerized Storage, Collection and Transport, Materials Recycling and Recovery Facilities, Biological Treatment Facilities and Landfill Operations;
22. To provide Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on Environmentally and Ecologically Safe Comprehensive Solid Waste Management.
23. To provide Mining Consultancy and Mining Services and to be directly involved and / or associated in the Mining Industry and / or Mining Sector to carry on the business of prospecting, exploration and preparing for market, manufacturing, buying, selling, exchanging and otherwise producing and dealing in all kinds of ores, metals and minerals, hydrocarbons, acids and chemicals, and in the products and by-products of every kind and description and by whatsoever process the same can be or hereafter be produced;
24. To carry on the business of operating Mineral Ore Mines, and of mining, milling, concentrating, converting, smelting, treating, refining and otherwise producing and dealing in all kinds of ores, metals and minerals, hydrocarbons, acids and chemicals, and in the products and by-products of every kind and description and by whatsoever process the same can be or hereafter be produced;
25. To purchase, lease, option, locate, or otherwise acquire, own, exchange, sell, or otherwise dispose of, pledge, mortgage, deed in trust, hypothecate and deal in mines, mining claims, mineral lands, coal lands, timber lands, water and water rights and other property, both real and personal;
26. To provide Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on the Mining Industry and / or Mining Sector;
27. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Electrical and Heat Power Generation making use of available Power Resources, New and Renewable Resources such as but not limited to Traditional Power Generation, Packaged Cogeneration Systems, Packaged Microturbines and Energy Efficiency / Cost Reduction Systems;
28. To carry on the business of Installing the necessary facilities to produce Electrical and Heat Power such as but not limited to Cogeneration, Absorption Cooling, Resource Recovery of Waste and Unprocessed Wellhead Gases and
Hybrid Power Generation;
29. To provide Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on Electrical and Heat Power Generation to maximize the positive Economic, Social and Environmental Impacts of Operations by capitalizing on the Synergies in the Power Generation Sector;
30. To provide the Development, Manufacture, Marketing and Wholesale Distribution of Engineered, Innovative and High Quality Commercial Explosives, Explosive Products, Explosive Accessories and Explosives Equipment Solutions Applications such as but not limited to Emulsions, ANFO, Dynamite, Specialty Products, Electric / Non – Electric / Electronic Detonators, Boosters, Lead Wire and Detonating Cords;
31. To carry on the business of providing Technical, Safety, Administrative and Professional Consultancy Services in the field of the Explosives Industry with commitment to Environmental Safety;
32. To provide Effective Planning, Economic Calculations, Minimized Risk, Advice, Manufacture, Installation, Training and Education on Commercial Explosives, Explosive Products, Explosive Accessories and Explosives Equipment Solutions Applications;
33. To purchase, acquire, own, lease, sell and convey real properties such as lands, buildings, factories and warehouses and machineries, equipment and other personal properties as may be necessary or incidental to the conduct of the corporate business and to pay in cash, shares of its capital stock, debentures and other evidences of indebtedness, or other securities, as may be deemed expedient, for any business or property acquired by the corporation;
34. To borrow or raise money necessary to meet the financial requirements of its business by the issuance of bonds, promissory notes, and other evidences of indebtedness and to secure the repayment thereof by mortgage, pledge, deed of
trust or lieu upon the properties of the corporation or to issue pursuant to law shares of its capital stock, debentures and other evidences of indebtedness in payment for properties acquired by the corporation or for money borrowed in the prosecution of its lawful business;
35. To invest and deal with the money and properties of the corporation in such manner as may from time to time be considered wise or expedient for the advancement of its interests and to sell, dispose of or transfer the business, properties and goodwill of the corporation or any part thereof for such consideration and under such terms as it shall see fit to accept;
36. To aid in any manner any corporation, association, or trust estate, domestic or foreign, or any firm or individual, any shares of stock in which any bonds, debentures, notes, securities, evidences of indebtedness, contracts, or
obligations of which are held by or for this corporation, directly or indirectly or through other corporations or otherwise;
37. To enter into lawful arrangement for sharing profits, union of interest, utilization or farmout agreement, reciprocal concession, or cooperation, with any corporation, with any corporation, association, partnership, syndicate,

To establish and operate one or more branch offices of agencies and to carry on any or all of its operations and business without any restrictions as to place or amount including the right to hold, purchase or otherwise acquire, lease, mortgage, pledge and convey or otherwise deal in and with real and personal property anywhere within the Philippines;

To conduct and transact any and all lawful business, and to do or cause to be done any one or more of the acts and things herein set forth as its purposes, within or without the Philippines, and in any and all foreign countries, and to do everything necessary, desirable or incidental to the accomplishment of the purposes or the exercise of any one or more of the powers herein enumerated, or which shall at any time appear conducive to or expedient for the protection
or benefit of this corporation.
All of these, whether or not a major undertaking, are geared towards bridging the gap between savings in resources and construction development costs that can be sustained by the efficacy and usefulness of the RPiProducts.
RPi believes that we bring the feasible solution to the country’s problems in soil and earth brick stabilization, soil compaction, dust suppression, water proofing, landfill closure programs and the answer in dealing with the dilemma of having critical housing shortage for the poor and classroom shortage for the students. To ensure that basic shelter and educational structure is readily accessible, adequate infrastructure must be in place. It should and must be synonymous with economic growth.
